    Sorry but this is not obvious to me at all, I do not know what implications would be of letting the judge decide with paperwork in or out of court. Thanks for your help 
    The implications of the case being heard on papers are that you would lose if you do not have a video/'phone/face to face hearing.
    You want the opportunity to pick holes in the claimant's statements.
