Flight only Travel Insurance from Canada to UK

Can someone please advise how I can buy Flight Only Travel Insurance from Canada to UK. My sister is returning to the UK in 4 weeks from Canada. As she is not a Canadian citizen she cannot buy travel insurance in Canada. As she has been out of the UK 18 months I have just been told she can't buy travel insurance in the UK - she is stuck in "No Mans Land". There must be somewhere she can buy travel insurance - CAN SOMEONE HELP PLEASE

Does she need insurance for a single flight ? can she not just take a chance.

Hi Ganga thank you for your feedback. She doesn't want to "take a chance" as on her outward journey 2 of her suitcases were lost never to be found.
Westin again thank you for your comment. The airline is West Jet a Canadian airline. As she is not a canadian citizen they will not allow her to buy travel insurance! I have been told here in the UK that as she has been out of the country for 18 months she is not entitled to buy UK travel insurance either - so stuck with nothing!

You mention she is not a Canadian CITIZEN but is she a Canadian RESIDENT?  This makes a difference to purchase eligibility  -

No he visa has expired and she needs to return to UK whilst her application for full residency is processed so she is not deemed a canadian resident either.

If the airline lost her luggage then any claim would be against the airline rather than travel/flight insurance.

Not true - the Montreal Convention holds airlines legally liable to compensate passengers if they lose luggage, regardless of any separate insurance cover, although travel insurance cover will often be more generous....

could look at backpacker type insurance like WorldNomads or similar that do not require you to be resident or commence your journey in a particular country
