No where, nobody will give you details of someone else's complaints.0

Legally the sellers have to declare any disputes or potential disputes on the TA6 form.1

"Lodged" where? The council or the police are hardly likely to tell third parties who their informers are.
If it's a complaint which has resulted in some further action being taken (e.g. planning enforcement, prosecutions in court) then there might be a record of that.1 -

Seller is moving after only 1 year 3 months from a house. Neighbour has a large white van - knocked on his door and no response. wonder if he's let it out to problem tenant or he could still be there and could be annoying. Will head tonight to check he ain't having a party at 10pm.0

Agent said couple are moving due to new job. Difficult to verify. And I checked that the house they buying is not exactly in the area where the job is.
