    They wouldn’t! It doesn’t work like that. There are many safety devices upstream. Slam shuts and the like. 
    When a loss does occur every property fed from those mains need access gained and the consumer taps turned off before any gas is re introduced. For reasons you mentioned above.

    You cant rely on people to follow instriuctons and turn fires etc off
    Natural selection will take care of those who do not follow the instructions.

    Norway have hub in the sea to send their Gas to the uk and Germany.

    The smart meter will detect a flow of gas and shut its disconnection valve again.  It will remain open only when it detects that there is no flow downstream.
