My address with the leasing company is correct as I have lived here for over 20 years. VCS told me they had sent three letters to my address before the LBC and because time to appeal had expired they were unable to look into the matter further. They sent me the copies of the three letters, and I told them it’s a bit hard to appeal when I wasn’t aware of the PCN. I have emailed an SAR to VCS today and also dropped everything in that you have told me to tell them, also I sent copies to ELMS in which they acknowledged, they said they would liaise with their client and get back to me in due course. I just need now to find out who the landowner is and the contact details of my local MP so I can send them a complaint. Will update when I receive further correspondence.

A Quick update
I have had the following response to my SAR Request from EMLS
‘I will liaise with the client and send all the information over as soon as possible.’
I also sent them a separate email with everything you told to me ask them and got the following reply from EMLS, but no reply from VCS yet.
‘Thank you for your email and for sending us a copy of this email.
Unfortunately, at this stage we would not be able to cancel the PCN so the balance would remain outstanding at £160.00.
It is due to be issued upon on 12th of March 2022, so if you wanted to defend it in court then you would receive court papers after this date and need to fill in a response pack.
I will make a note of your email to our client on file’
Does anyone think they can just ignore all my requests at this stage and just go to court? Do they have to give me the 30 days grace to seek debt advice at this stage ?

So is it worth replying to EMLS’s email?as they are saying they are going to issue court papers on the 12th of March even thou I asked them for the 30 day hold. Are maybe just calling my bluff at this stage?0

Have you received ALL the evidence you need for any court defence? If not, go to court and rip them to shreds.0

Elms and VCS are simply kissing cousins with a total disrespect of the law.
The PAP, that is Pre Action Protocol is very clear. They must allow an extra 30 days for you to seek debt advice.
Unless VCS wake up the fragile ideas of Elms, this will probably be the the quickist spanking in court that VCS have ever experienced
Judges work on the basis of law. Seems VCS don't understand that.
And the fake add-on of £60 ..... The new government code of practice now BANS these fakes ..... Let Elms continue, you will be in for some fun and make sure you have your costs schedule ready

That has made me smile their defeat in court today, hopefully I will have the same success if it goes that far. Thanks for the advice so far guys on this great forum. I shall await their next move

Im not sure if VCS have already covered themselves in allowing me 30 days to seek debt advice? As just going back to their Letter Before Claim Dated 18/01/2022 they had given me until 17/02/2022 to settle. They also included in the letter an information sheet ANNEX 1 which include information about seeking debt advice.
Any Thoughts?

Their 'pay up' deadline is irrelevant in this context. You require a 30 day hold for you to seek debt advice.
