Heathrow Airport PCN

Hi all
On the 14 Feb I dropped off at Heathrow Airport but forgot to pay the £5 charge. I remembered on 17 Feb and went online to pay immediately.
On the 25 Feb I received a PCN from Apcoa dated 21Feb.
I appealed this stating that I paid before the ticket was issued so can they please cancel it.
As expected I lost my appeal as I didn't pay before midnight the following day.
I know my next route is to go through POPLA.
Any advice on this would be greatly appreciated before I do this.

    Oh dear.  It would have been 100% win, if you'd come here first and used the template appeal, instead of saying who was driving.

    You can still try POPLA anyway - see NEWBIES thread.

    Ignore APCOA even if you lose.  See other APCOA threads, they are benign.

    I haven't said who was driving. I appealed because i had already paid the £5 before the ticket was issued.

    APCOA's appeal page asks you to tick a box, AFAIK?  Either:

    'I was the driver and...(something unmemorable)'

    of 'I was not the driver, or the PCN was wrongly issued'.

    Am I wrong, does it no longer ask?

    By talking about who paid you've almost suggested who was driving anyway, because you realised you forgot, so it's obvious you were the driver.

    If you wrote this, you certainly admitted driving:

    I said that the ticket was wrongly issued. The way I worded it on here was for the benefit of the people on here. I own a private hire business so it could have been any driver.

    OK, that's good.  So copy any other APCOA POPLA appeal about the POFA, because a keeper can't lose.

    Do you think I should mention that the £5 drop off fee was paid before the fine was issued.
