    Been a while since I did my CPC but certain vehicles are exempt, e.g circus or fair vehicles. Horse boxes might come into that category.
    Although it is unlikely that an Operators Licence would be issued to someone trading from a residential street, the question asked when applying for an OL Is "where would the vehicle be kept WHEN NOT IN USE".  27 Acacia Avenue is unlikely to be accepted.
    Given there's no evidence there's a business being run, why would he need an operators licence?

    My father in law held a CPC and it wasn't allowed to be kept on a residential street.  They had to have an address where it would be kept outside the hours it was working.

    So it's possible that if he's not using it for work, then he doesn't need a CPC, and therefore doesn't need anywhere off-road to store it.

    What does he actually do for a living? Do you believe he may be using them in a way related to work?

    It seems like an expensive thing to keep about just out of spite.
