    Are you sure he's renting them out? Because if they were being rented I'd expect them to be gone during the day and in a vaguely roadworthy condition. If you can find some evidence of renting them, like sign writing or adverts, that'd make some kind of complaint easier.

    My thoughts are: How big are the vans? If they are over 3500kg* and being used for business they'd need an operators license as mentioned above, and to get an operators license you need an off-road site where the vehicles live.

    How noisy is he at midnight? If they are noisier than you'd expect for a van, or it seems completely unnecessary then you may be able to make a noise complaint to the council and have them have a word.

    How many vans are you talking about and how many of them are there all day?

    *Visually, a normal transit style van with a single rear axle is going to be under 3500kg, but anything bigger than they or with more than 4 wheels is likely to be heavier.

    Yes, sorry. I was meaning a van parked up with a flat tyre wouldn't really be something it could be towed for being unroadworthy if not being used and has a current MOT.

    I don’t think he’s really running a van hire business, I think he’s parked a number of cheap vans outside the houses of people that caused him issues with his coach business. As someone in the thread has said it’s not a business if they don’t move. 

    There are currently 8 of various sizes on the road. Most are transits or sprinters but one is a 7.5 tonne lorry.

    Funnily enough one of the smaller cargo type vans got towed away at the weekend. It had been there about 6 months.

    Doesn't sound like a lot I can do.

    I agree, it sounds like he's being vindictive.  You and neighbours could organise something to make a point.  Any time a space opens up, one of you parks your car there.  He'll gradually run out of spaces to park.

    Something similar happened on a housing estate in my part of Kent that's walking distance from the railway station, but a long way from the station car park by road.  Residents fed up with commuters' cars parked (perfectly lawfully) on their estate coordinated themselves so that on random evenings after the commuters had left, they all parked their cars on the street, taking all the on-street space for the morning.  Doing this over several weeks gradually deterred the commuters, who, unable to park, were faced with an extra 10-20 minute drive in rush-hour traffic to get to the station car park.

    The 7.5t lorry needs a CPC holder, and they aren't allowed to be kept on a residential road.

    Far far away in a distant land where there was no affordable rental accomodation my niece had VW van parked for 2 years on the street and had it continually rented out via Air BnB.  All it had was a bed, some storage & a tiddly kitchen.  There was a public loo nearby in the park so the chaps (invariably) who rented it had everything they required.

    As long as it's not causing an obstruction I thought it had to exceed 7.5t. There are plenty privately owned as horse boxes are you saying they're all owned by PCP holders?.Isn't the professional a clue?

    Been a while since I did my CPC but certain vehicles are exempt, e.g circus or fair vehicles. Horse boxes might come into that category.
    Although it is unlikely that an Operators Licence would be issued to someone trading from a residential street, the question asked when applying for an OL Is "where would the vehicle be kept WHEN NOT IN USE".  27 Acacia Avenue is unlikely to be accepted.
