    If you move out, wait until the rebate, then try and claim a refund on council tax for the months you wern't living there, the rebate will be reclaimed too.

    Stop trying to get a free £150.

    My council seems quite joined up on one council tax account per property - if someone else moves in and takes on responsibility they will know you have moved out.
    But a banker, engaged at enormous expense,

    I am in the same situation, and it's not about getting a free £150, just getting treated the same as everyone else. I currently pay my council tax by direct debit but will be moving house on around 5th April to a different council area where I will personally again pay CT. Which council would be responsible for giving it to me? Or will I fall between the cracks and miss out?

    Not quite the same situation as OP is moving in with parents.  You will receive the £150 on 1st April from your existing council.
