Openreach Survey Error

Our area has fibre broadband installed in May 2020. Our house plus six others were missed off the original survey so no fibre broadband was installed. I found this out on 26 Feb 22 from a fibre broadband engineer.
I have logged an interest in fibre broadband several times since May 2020 only for Openreach to say they have no plans to install fibre broadband broadband for us.
I have written to Ofcom who say this is not in their remit.
The Manchester area has had fibre broadband broadband installed but we have been missed out.
What else can I do as this is very frustrating?
