People use solar garden lights indoors, And the phone could be charged on a small solar panel and car battery, or just a powerbank that has a built in solar cell, Or they have a car to charge up in/ public charging/ work charging.

I don't think this is a wind up. They say they're in social housing, which might imply they have limited income. Not always the case but more likely.
I have been seriously considering turning off my heating. If you can't afford to pay the gas or electricity what do you do?

But they are claiming that they have not used a single unit of electricity since October.
So not even a single light bulb.
It is that, that seems unbelievable, not that they are struggling financially or are having to dramatically reduce their usage.
