Neighbour applied for planning permission using our details

Our neighbour has recently applied for planning permission but on application form and on all maps, existing plans, proposed plans, etc. he used our address and our Land Registry title number.
On application form he has also certified that "on the day 21 days before the date of this application nobody except myself/ the applicant was the owner of any part of the land or building to which the application relates" which obviously cannot be true.

He is number 8, we are number 6 so it cannot be a fat finger case.

Council has validated his case (how so?) and according to planning portal he is a neighbour to development so he can comment / object whilst we won't get notified at all (as we are "applicant"...).

I wonder if it is some sort of scam going on?
Will council be legally able to just amend numbers and continue with the case as if nothing has happened or will they have to thrown it out as the application is unlawful (in my opinion)?

    Just speak to the planning officer. 

    They'll get a shock when they turn up at your house anyway for the site visit. 

    There's no benefit to your neighbour getting PP on the wrong house.  

    why have they even used a land registry number?  It's not relevant.  

    Sure it's not an architect made a mistake? Whose house are the drawings of?!

    When you enquired of him, calmly & politely, what was going on, what did he reply, please?

    You are sure there is no overlapping part of his property in the plans?? (I guess it only needs to be a couple of sq cm..)

    In your shoes I'd also write (write/email so there's a record) to the council planning people, copy your councillor, about the matter, make it clear you own it and instructing them to remove the PP (unless it suits you to have such PP, which I guess might be the case).

    I have not spoken to the planning dept yet as couldn't hold off responsible person.
    Formally, I know nothing about the case, about any application etc. - found out about it only by accident
    I would like to prepare myself for this conversation to not get brushed away in case it is some sort of scam I am unaware of.

    Is this perhaps no more than the neighbour getting hold of the LR title plan and using that as a basis for their drawings?

    what does it say on the council planning portal .. it would normally have a site plan . 
    yes there is a site plan, and drawings etc and all of them are showing correctly his house but all of them are titled with our address;

    I just wonder if it is deliberate move to deny us a chance to object? New owner is not living in there so cannot speak to him
