At the time of this fine, she was using it a lot more than me - so she was the registered keeper from what I understand and the car insurance is in her name and was coming out of her bank account (obviously I was named on it)! The fine is to me. I was possibly driving that day - but it's a place we both have parked at so no one can be sure.

    If the car is registered to another keeper, against whose name has the court claim been raised?
    it's been issued to mine
    How did that happen, because at the outset of the initial parking charge, normally that is in the name of the registered keeper?  Was it a case of a windscreen ticket being applied to the vehicle by a PPC patroller?
