How to send ornament sold on eBay from UK to Norway?

My head's spinning!! I sold an ornament, the buyer won and paid, and on the Order Details page on eBay says: "VAT (eBay collected)** £13.75".
I contacted eBay live chat and they said all VAT, import duties etc were paid and all I had to do was make sure I put the VOEC code on the parcel.
I booked the parcel via Parcel Monkey, using Parcelforce. They sent me a label to print and attach, and also a rather complex looking customs form. That's all fine, but I contacted them to make sure it was good to go. They are saying that custom duties will have to be paid on top of the shipment price. I thought that was all covered by eBay, but they are saying definitely not.
Can anyone explain what the situation is here please? If PM are right and there is an additional Customs fee to pay, would that be the same regardless of what courier I book with?

UPDATE - I've since spoken with another company - Transglobal Express - who I have always found to be knowledgeable excellent in the customer services department. They are likewise saying that there's every chance the buyer will have to pay import duties. They may also need to pay VAT again and then look into getting it refunded. They added that the VOEC code given by eBay isn't all that important and it's up to me whether I bother to put it on the parcel.0

This is completely out of my field and the reason I opted into the GSP rather than post overseas direct, however that doesn't sound right at all. I would definitely wait until someone knowledgeable about the export rules logs in to assist. It's not the first time I've been in this situation and I'll definitely learn my lesson after today. It's either GSP, or UK ONLY! Or give everything to charity and hang up my online selling boots!!! It's not worth the stress and headache.
Having taken a step back and a deep breath, I can see that the charge ebay have added is 25% of the total for the item and shipping. And 25% is the VAT rate for Norway. So assuming import duty is applicable it is definitely separate and something the buyer will presumably have to pay before they hand over the parcel. Whether he's aware of that or not I don't know, but I've sent a message to find out.
So I'm wondering if I got the wrong end of the stick and have not been clearly distinguishing between VAT and Import Duty? What makes sense right now is that by adding the eBay VOEC number for Norway, and perhaps attaching a VAT invoice for belts and braces, the fact that VAT has already been paid will be taken care of. But as it stands, Import Duties have not been paid and so will have to be by the buyer when the parcel is delivered.
If all that is right, the remaining question will be how much the Import Duty is. And also whether he'll have to pay additional if the courier is sorting the Import Duty out (don't they usually charge a fee for doing this?).
