The Skeleton Argument appears to be just a condensed version of the Witness Statement that the Courts and Claimant already have. Is this just to make it easier for the Judge?It's a document setting out the legal arguments and appending the Code of Practice and the 4 case transcripts we now have to support the '4 months dead' argument.
It's only needed if you haven't already appended all of those, as exhibits, to your WS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
