Re reading this, the charge Sky refer to (£65) is what they typically charge for a repair to a Sky TV installation, like if the satellite dish had been misaligned by the storm, they usually offer to to this work for free if the out of contract customer agrees to a new minimum term .
Sky shouldn’t be touching the external Openreach network and wouldn’t have the ability to replace a dropwire from the telegraph pole to the property anyway, the repair to get your phone and broadband back up and running is part of the rental , you simply report the fault to Sky,  Sky contact Openreach, Openreach fix the problem for ‘free’ , unless they take the view that the ‘damage’ wasn’t fair wear and tear , but TBH they will be fixing hundreds of wires brought down in the storms, they will know they have to absorb the costs as a part of doing business.
As far as liability for the damaged porch, it would seem that it will be the home owners own decision, repair themselves if the cost is less than the buildings insurance excess, or use their own insurance, paying the excess ….seems a little unfair, especially as the chain of events is clear, tree brings down wire, wire damaged porch , but as pointed out , that’s what insurance is for and the falling tree isn’t the tree owners liability, what used to be called an act of god
