You need to email Highview's DPO a SAR (see NEWBIES thread) but refuse to fill out the form they send as it asks who was driving and is a fishing exercise.  And don't send any email to the solicitor expecting the case to be put on hold as of course you are way past LBC stage.

The SAR will help later.

Do the defence on the facts, stating both what you do and don't know about the car park and event and add that to the template.

Please send all pictures held, a PDT machine record from the day 21/8/2019, all data held that will be used in court, a full copy of the PCN, NTK and a list of all PCN’s against myself and this VRN.

So now I need to email the solicitor stating 
(a) I am seeking debt advice but I deny any debt and the case must be put 'on hold' for not less than 30 days under the PAP for debt claims 2017.
(b) I have sent your client a SAR
(c) also confirm your correct 'address for service' if you've moved and the PPC has two addresses. 

and then work I on the defence to submit to MCOL. phew. I know when I have finished this I will feel stronger. What have I got to lose?

No.  You need to re-read our advice and follow it to the letter.  I'd said this:
