Best PAYG sim, not O2

Can anyone recommend the best PAYG sim that's not on the O2 network. I'm currently on Giffgaff but there's an issue with the local mast that's been ongoing for days and O2 don't seem to be in any rush to resolve it.

Got an Asda nearby? Their PAYG Sim (running on Vodafone) seems to have the lowest min topup (£5) and decent rates.

Absolutely not, UK-wide.
