    TBH it doesn't sound like a "fire".

    An engineer's report on exactly what went wrong with the old boiler would be useful.... but by the sound of things not likely to be available.
    We can only go by what the OP has stated, and they mentioned 'fire'. Possibly as a result of an electrical fault. Even if not, it should be covered under accidental damage, or the insurers can pursue it against a third party if their work was negligent.
    No free lunch, and no free laptop ;)

    submit a SAR with the company that sent the third party engineer, that will be a good starting point.

    It's normally part of the requirement for the warranty on a new boiler that the system be flushed but not necessrily a powerflush e.g.
    "Prior to starting work, the system must be thoroughly flushed using a propriety cleanser such as Sentinel X300 to eliminate any foreign matter and contamination e.g. metal filings, solder particles, oil, grease etc."

    What does the manual/install guide for his boiler say?
     Are you aware that boiler manufacturers and third party warranty providers are extremely fond of taking a sample of the water before work and wriggling out of the repair by saying the system had not been powerflushed?
    It does not take much muck at all to clog the DHW heat exchanger on a combi
    I hope the OP at least has a magnetic cleaner installed on the return
