Weirdly high energy Bills- faulty meter?

    Can also confirm that when the top switch is on the red light is on regardless to whether the control panel is set to heat the water or not.
    the bottom one only comes on at e7 times

    When you say you are the landlord's first tenants - have they only just bought the flat, or did they used to live there and should know things like if the control does anything?
    Might a completely random control unit be enough to get extra points on an EPC?  What does the EPC say about heating and heating control, and when was it done?

    The thermostat, and overheat cut-out if there is one, is usually underneath the cover.  the cover is normally held on by a screw or nut.

    Turn the power off before opening the cover. Then see if you can unscrew something to remove it, and see what's underneath.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    I don't think it does, and even if you did lift it I don't think you'll find anything of interest under there (unless it's where the previous residents stashed their contraband).

    I believe the agency and property manager told us the landlord bought the property to rent it out.

    Other comments suggested a thermostat and that it might be under the cover… don’t think we’ll do that ourselves though, as we are certainly not wanting to risk damages and breaking anything by general lack of know-how. Will just heat up a bit of water today for a shower the expensive way 😔 and call our property manager tomorrow so he can send someone out to sort it out

    OK, so to use the top immersion heater you turn it on at the switch, and to stop using it you turn it off. Simple and foolproof if not entirely convenient.

    The cover that Ectophile is referring to is the cover on the immersion heater (where the electrical cable goes into it) not the cover on the tank. From the photo you'vew posted of the tank and upper heater, it looks to be a white plastic cover held on with a single silver screw?
    Personally I'd turn the power off and remove the fuse before taking the cover off, but that's just me.
