"Unfortunately, Spain, Greece, USA and some other countries have ATM fees applied to non customer or foreign cards, so having a card from a UK bank that also operate in those countries can be great."
Many ATMs in Spain did not impose a user fee for debit cards until relatively recently - now it's getting difficult to find those that don't !!!
There are still a very few I believe.
Santander ATMs are probably the worst for non Santander debit cards in Spain - 6 Euros fee added per withdrawal apparently.

I understand Santander is variable, from 2 to 8 euros according to this link (updated in October) I'm just back from Tenerife and can confirm no charges withdrawing cash from Banca March with my Halifax Clarity credit card.

Forget Santander, just use a Barclaycard Rewards credit card.  No fees for cash withdrawals, no interest on cash withdrawals if paid in full by the due date (very unusual) and 0.25% cashback on all purchases at home and abroad and no annual fee.  It doesn't get much better than that !
Of course, you need to watch out for fees charged by local banks, but that's always the case.

Which is why a Santander card used at one of their branded ATMs is a better option in Spain than hunting around for a machine which charges no useage fee.

As the other user has stated, Santander ATM in Spain are widely available and there are no ATM fee with a Santander Card.

right now, a better option would be the Chase Debit card  for spending (1% cashback) and Santander Debit Card for cash withdrawals with zero fees.

The local surcharge free usage is with their debit cards - I've not seen anything specific about their credit cards.
  • Is there a Chase UK credit card on offer ?
I can't find any reference online.

One slight wrinkle is that Santander will report to the CRAs the number of cash withdrawals on the Zero card.
