Dealers make them or get them made ready for your car.
My dad ran a large garage with over 100 vehicles.
He would get the cars, vans and lorries in two or three weeks before the new reg was due out.
He would get them plated insured and taxed, then the drivers would pick them up at 00.01am on the first.
He had his own number plate making kit.

I've had two new cars, got to pick pre registration day which reg number I would like from a selection available. Like others have said they are released in advance of collection day be it the first of March or Sept and made up by the dealer or a third party company acting on behalf of.
Do check to make sure you have the a plate from the desired date, not a pre reg.0 -

When m'wife last bought a brand new car - she didn't get to pick from a list. I said that if the random one was really awful (i.e. the letters were an acronym that reminded her of work) , I'd treat her to a replacement with her initials which would have been £399. She was happy with what she got - but told the dealer the tale and he said that he had in the past sorted out a cheap non-dating plate for a customer who really didn't like the random allocation. Good customer service on his part.
Last time I bought a brand-new car, the dealer gave me a spreadsheet to choose from and there were 50 plus options.I need to think of something new here...0
