Advice for complaint letters to retail park landowner (DTZ Investors)

Hi folks. Anyone have advice for complaining to the landowner when the PCN was issued in a retail park? We found the landowner (DTZ Investors) but they have so many staff, we're not sure who to contact. A director, or the CEO? Or maybe Head of Responsible Investment, seeing as we mentioned that their contract with the PPC in question breaches their aims as laid out in Responsible Investment policy (see draft letter below)?
Have asked for the asset manager of the retail park but haven't received a reply and we're losing valuable time. Any advice on who would be best to contact?
Also we tried contacting Home Bargains asking for help to cancel the PCN, but unfortunately they kept insisting they couldn't help. The store manager said that in another store they worked in, they had leverage because that Home Bargains had their own store car park. But because this paticular store is in a retail park, it's a different situation and they have no influence..

I have no other choice but to make an official complaint to you, as the actions of the contracted company on your site, NCP, are upsetting, intimidatory, and will drive away customers to the ______ retail park in ___ in the long run. You can no doubt guess that the reason for my email today is a letter purporting to mimic a 'parking ticket' from NCP.
I request that you assist me in obtaining a cancellation of this 'ticket' from NCP, and that you seriously consider ceasing further business with them.
Yesterday we received a fake parking ticket from your agents for "non-payment" for parking.
This is despite us going through great efforts to pay, after their mobile app proved impossible to use due to lack of connection in the car park, and after their payment machine was broken. We were advised that paying in retrospect would be OK, as long as it was within 24 hours, which we did. However this PCN has still been issued and no recognition of our payment has been made at all. Customer services have been impossible to reach, the waiting times seem deliberately designed to catch out hard-working people who can't afford to lose time. We are very upset and appalled at this entire episode.
As I discovered, we're not the only ones to have been treated in such a way. Reviews of the NCP car parks average at 1.1 out of 5 on Trustpilot, with thousands of motorists falling prey to this scam industry when going about their daily business. A lot of complaints are about the app, which again seems deliberately set up so that users of the car parks end up with these "fines".
As you may know, NCP has issued many similar letters to _____ residents over the past two years, resulting in the involvement of ____ MP , who successfully got residents' charges cancelled. I have also taken up this matter with him and am awaiting a response back. _____(local paper) reports that NCP has been responsible for -- "dozens of fines for mostly disabled motorists", unacceptable signage, "ticket machines not working and litter".... One resident rightly points out "This car park has been ripping people off since they took over!"
In light of all this, my view is that continued partnership with NCP goes against your values as set out in your Responsible Investment policy - "Achieving [our] returns should not be at an undue cost to the wider society. DTZ Investors believes it has a responsibility to manage [...] assets in a manner that is sensitive to the environment, provides a social benefit and is set within an overarching framework of strong corporate governance." The articles above prove that partnership with NCP does come at an undue cost to the public, and that this issue has still not been resolved ever since NCP was first put in charge of the car park in 2018.
I would welcome your own view on this harassment and hope you see fit to ensure that NCP cancel the 'ticket' forthwith. I have faith that you will assist me in this, especially as partnership with NCP is so obviously against your organisational aims.
Any advice greatly appreciated, tried searching forums with Advanced Search but not much luck...
