Very few PPCs own the land upon which they operate, NCP being one of the few that do.

You could ask the council who pays the non domestic business rates. Retail sites are often run by a management company so an internet search may reveal who they are. The council planning department records for developing the site should include the landowner's details.
Failing that, paying a few quid to obtain a copy of the Land Registry entry should give you a definitive answer.
