OK, here's something for you to try.
Can you take a photo of the display on your smart meter and share it here? The display should show whether the meter itself thinks the E7 terminal is live, or not.
I don't know how your model of meter displays it but we should be able to work it out.
Checking if R2 is incrementing would seem like a good idea as well...

R2 is definitely going up. I was asked to check this.

Thanks for confirming, I'm left wondering if when they originally 'fixed' things to let your heating work they simply disabled the ALCS switching, but left the register switching active.
If this continues to be a problem I'd be inclined to specifically ask then to resent the ALCS configuration to the meter...

Here are the pics you asked for.. thanks again. I don't know why the Bill is so low. That must be today. When I have the heating on, that would be £6 or £7 by 8am.

    Thank you, that's VERY interesting.

The bill probably resets each calendar month; today is the 1st.
Between the word BILL and thr £ symbol you can see an icon for the load control switch. I can't find the manual for the 5-terminal ES-12B, but according to the manual for the 4-terminal ES-10B the icon only appears when the load control switch is closed, ie. during E7 hours.
When did you take the photo? Would you expect E7 to be active then, or not? Is the icon showing right now?
That icon could be your smoking gun that proves the meter is mis-configured.

There was a thread a month or so back where a poster's smart meter was switching over an hour differently from the actual off-peak period, so unfortunately SMs have added yet another layer of uncertainty to time-of-use tariffs -- you can't even trust the switching to occur at the same times as the metering periods, it would seem

That picture was taken at 15:48 today. Economy7 would not be on at this time. I'm not 100% but I think the timings are 00:30 to 07:30 for Economy7.

OK, so you wouldn't expect the load control switch icon to be showing at that time.
Ideally you'd also take a photo *during* E7 hours, either late at night or early in the morning, to confirm that the icon is still displayed.
Can you face contacting Bulb again, with your photos, and tell them that the photos show the smart meter load control switch to be closed even outside of E7 hours?

I'll get up tonight and take a picture. Yes, I can go back with some more evidence and hopefully they will listen.

    Thanks again
