Received a fly tipping notice

 I don't find that hard to believe - our Council say that they look through dumped rubbish to identify who may have dumped it and then take action. There is also a TV programme "fly on the wall" series about rubbish where this type of action by Councils is reported.lindsayb10 said:I do find it hard to believe I could be fined just because of a label

 It seems likely that the issue here is the parcel that went missing. That is what you need to use as your evidence.
 I suspect the type of people that intercept parcels to get whatever is inside for free are also the type of people that would be comfortable enough with fly tipping the waste. They see the theft as a business and it would dent profits if waste has to be paid for disposal. Given anything was acquired through inappropriate means, the people that intercept the parcel know their address is not left behind as their address was never on the parcel in the first place.
 All you know is that the Council have identified your address by searching through a pile of fly-tipped stuff.
 Maybe the Council found a dozen other addresses in the same pile and issued them all with a fixed penalty.
 You write back with enough evidence for your fixed penalty to be cancelled. So do the other dozen people.
 If there is one that simply shrugs and pays then the Council may take that as an indication that was the person who did the flytipping.4

            Somehow i doubt the council have found one small piece of packaging on its own, more likely lots all together. So I would also expect, turning the thinking the other way round, that theres a good chance OP can prove the other stuff isnt theirs perhaps?Peter
