Received a fly tipping notice

I’ve received a notice to say I’ve been fly tipping! There’s several photos of the fly Tipped stuff, and one with a photo to show a parcel packet with my name and address on. 
The rubbish is over 30 miles away from where I live. I have had a parcel go missing through the Vinted website recently- they have provided a refund, I presume it’s this as I don’t leave my name/ address on rubbish, but don’t know for sure. 
How on earth can I prove I didn’t fly tip somewhere I’ve never even been? We’ve had no workmen/ employed anyone to remove our rubbish. 
I can’t afford a £400 fine, especially as I didn’t fly tip anything!

    Yes, it’s from North Lincolnshire Council- I’m in Leeds. I’ve not been questioned, literally had a letter arrive this morning.

    Just cooperate with the council and tell them you are more than happy to help with their enquiries to rule you out as you have never been to the area, and have not had anyone other than your own council to remove your rubbish from your wheelie bin. 

    I would ask if there was sender information on the packaging so you can then link this to the thing that didn't arrive and show them your correspondence with the seller.

    I’m only presuming it’s the missing parcel, it may well not be, but I literally move no idea how my packaging came to be fly tipped, and so far away.

    Tell them what you wrote here, tell them the parcel went missing, maybe ask if the parcel bag with your name on has a senders address on or if its a hand written label would it match the senders.

    It’s a printed label, there’s a picture of it on the letter. 
    If it’s not the missing parcel, I’ve no idea how it got there, and what else is in the bin bag! There was also some chairs and other stuff on the photos. 
    I’m going to go down the missing parcel route, thank you. I don’t have £400 to pay!

    If you carry aa mobile phone then its tracking may be able to show you somewhere different.  Not totally solid evidence but may help in putting a question over you being elsewhere.

    Hopefully. I don’t know 100% this is the missing parcel, but that’s what I’m going to go with. Thanks. 
  • If rubbish / waste has been fly tipped, often the council/local authority will heck the pile for evidence - names/addresses and so on and if any is found then that person can be linked to the fly tipping.
     
    There are many un scrupulous companies/ people out there who claim to be able to take away your rubbish / waste for a small fee and then fy tip it out somewhere usually rural.  if you have used an unlicensed / un authorised company/people who then fly tip the waste then you are liable for the fly tipping, together with any fines/costs and fees.

    Your name/address was in the fly tipped waste and thats why you have been linked to it - and could/are being held liable.
     However if this is a parcel that has gone missing, and you have evidence of this, such as dealings with the company you ordered it from , refunds etc then this should absolve you of the blame, what is the appeal process?
