Parking Charge From Petrol Forecourt

My son has just received this in the post from Parking&Property Management Ltd
He went to wash his car at the Texaco petrol station and they've said he 'Parked for longer than period permitted' and want £100
There was 3 bays all being used and 2-3 waiting ahead of him where you pay for jet wash, vacuum etc so he waited his turn in the permitted bay, then he gave it full wash and clean and was there approx 90mins in total.
At no time did he leave his car unattended.
The pics they attached was just him arriving and leaving in the car (person in pic was just walking by)
Does he ignore this letter, or appeal against it or contact Texaco?

Go back to the Texaco petrol station, tell them that they have accessed the details without just cause, as the vehicle was waiting to use the facilities and was not parked, tell them that they are jointly and severally liable for the actions of their agents and as such they must cancel this parking charge

While he is at the petrol station getting the manager involved, he must take some photos of the signs wording so we can see exactly what the purported contract shown on them is saying.Please note, we are not a legal advice forum. Do not miss the appeal deadline if the PCN has not been cancelled in time, in writing, by the PPC.
Complain to the fuel station manager and/or the Texaco CEO. If they want a copy of the PCN, do not hand over the original.

Thanks for the advice.Went to the garage today, the Manager was not there but one of his colleagues said nothing they can do as they've had people come in before to dispute these tickets and the parking is regulated out to contract to Parking & Property Management LTDThese are the pictures of the signs there, as you can see it says 20mins only but impossible to be within that time especially on this occasion as one wash bay was closed and 3 cars waiting in front of him.Is it enforceable as i'm presuming just ignoring the charge they wont just forget about it?Should i now contest this through PPM LTD own appeal procedure?Regards0

You need to go back, don't take the nothing they can do at is contradicted out

The store guy at the petrol station was trying to explain how it works as the sign says 20minutes only, was saying something about how you can stay longer if your car hasn't moved from the bay even if you've purchased the tokens, but you have to move your car to get from the wash bay to the vacuum bay.Also the ANPR only checks you going in and out not what you're doing whilst on the forecourt, it all sounded very confusing and the text on the sign does not clarify how the 20 minutes is issued.Could you give me a direct link to the template please as Ive had a look but not sure if Ive found the correct one?Many thanks0
