Follow their appeals procedure (if any) for fines.

If unsuccessful, then either pay the fine or wait for it to get to court and put your side of the case. I would imagine the Judge would have something to say!

And as mentioned in a previous post, this is just the sort of thing one of your newspapers would take up.

The Daily Mail would love this sort of story. All the OP’s neighbour needs to do is to send them a picture of themselves looking sad and info on how much their house is worth. That will guarantee it to be published.

Fly tipping is disposing rubbish anywhere you are not supposed to.

Whilst you neighbours fine seems a bit harsh he didn't need to use the bus stops bin when he is not using the bus stop.

I suppose you could say the bin is for people waiting on a bus.

Strange they had a video, perhaps your neighbour is a serial user of that bin despite living next to it and having his own bin.. Seems like they wanted to catch him.
Around here the bins next to bus stops (as rare as they are) are dealt with by the council, not the bus companies, so why can't the general public dispose of their waste in said bin?

The idea that we're not allowed to use bins, whose only purpose is as a receptacle for garbage, to put said garbage in it, is madness (and not the one with Suggs in it.)

I'm flabbergasted that you, a poster of some vintage, would suggest it to be honest.

Lots of councils up and down the UK are taking the same action.
You might think it is strange that your Council will encourage you to put bags of doggy do in those bins but will prosecute you for depositing an empty crisp bag you brought from home in the same bin.

The basic concern seems to be that with reduced frequency of domestic landfill bin collections, residents might be tempted to fill street litter bins with bags of domestic waste. Emptying those bins is an expensive chore for the Council - the bins are not very big and as soon as they overflow the Council gets earache from councillors.

Litter bins are required outside supermarkets and they are not subject to the same flytipping regulations. You can safely deposit wrappers of stuff you brought from home but previously bought there.

If you are flabbergasted by any of this you need to get out more.

I'm not sure I am "suggesting" just simply reporting... I guess you have to remember most of us here are in flats that have to pay for bin collections in addition to council tax because the freeholder is a commercial entity but they recharge the leaseholders.
