ZZPS threatening bailiffs, when the case is not even yet the subject of a Court Claim, is a serious breach of the BPA Code of Practice (still currently in force).

You should make a formal complaint to the BPA at info@britishparking.co.uk, attaching a scanned copy of that letter.

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

Did you do the above, @willr15?

I've already reported that ZZPS letter, and the BPA are investigating.  Please send your copy to Sara Roberts, Head of AOS and say Coupon-mad sent you from MSE forum.

Put this as your subject line, as it has the investigation reference that's already open:

    BPA-028118 RE: ZZPS threatening 'Bailiffs'

    sara.r@britishparking.co.uk

Tell the BPA that you are the victim consumer in the UKPC case Coupon-mad already opened and you are about to complain to your MP about this letter, which threatens something that is illegal.

State that you would like to hear the outcome of the investigation under separate cover to any reply the BPA send to Coupon-mad.

    (She knows who I am).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
