UKPC LTD Parking Charge

On Friday 28th January I received the first correspondence from UKPC LTD with a Notification Letter of a Parking Charge Summary of a total now due £100. The letter stated they had previously wrote with a reduced rate which had not been received by myself. I work long night shifts and didn't get around to trying to contact UKPC until Sunday 30th January only to be locked out of the appeals process and noticed that the fine was now £170. I then tried to appeal to POPLA as UKPC operate in accordance with the BPA but couldn't appeal to them as I didn't have an appeal refusal number from UKPC.

On the night in question Saturday 11th December I entered a MacDonalds Drive Thru at 23.34 got myself a meal and then parked in one of the bays to eat it and take a short break, I felt quite tired so decided to have a quick nap and set the alarm on my phone as to not go over the 90 minutes allowed. On waking I realised I had probably gone over the 90 minutes allowed in the parking bay by about 5 minutes so I then drove back through the Drive Thru got myself a coffee and explained to the girl on the till, who took my registration and said not to worry.

For the past ten days or so since 30th January when I realised I was locked out of any appeals process I have scanned the internet for information and have noticed other people with the same predicament on Trust Pilot of receiving the first correspondence very late and at the higher rate of the parking charge notice. I have also been on Citizens Advice, MSE, POPLA and various other sites but to no avail.

I noticed on Monday gone that there has been a bill passed in the Houses of Parliament on such Private Parking firms but I am still not sure what to do, can anyone please help or at least point me in the right direction of what steps to take.

    That bill was passed in 2019 , so 3 years ago, it was the new CoP that was announced 2 days ago but will be in force sometime this year or next , so doesn't help you

    At the moment I would be reading the newbies announcement and trying out plan A , get it cancelled by the eaterie or landowner , whilst you have time

    I beg to differ.  It helps every poster here, immediately.  Not that it is retrospective, because it's not.

    I have no idea why people are stressing about the grandfather period for PPCs to have fully complied.

    That is normal.  It's an end date, not a start date.  The clock has started, or at least it has been set with a short timer.

    The new Code is in law in 38 days time unless MPs reject it and I would be gobsmacked if there is a single MP who is that stupid.

    In terms of this case: obviously the restaurant must cancel it as they promised you it would be OK and took your numberplate to whitelist it.  What happened when you complained to the manager about that staff member failing to whitelist the car?

  • In terms of this case: obviously the restaurant must cancel it as they promised you it would be OK and took your numberplate to whitelist it.  What happened when you complained to the manager about that staff member failing to whitelist the car?
    When I returned to the restaurant last week I spoke to the restaurant manager who told me that there was nothing that they can do as it's a third party who police the car park.

    Yesterday another letter arrived from ZZPS dept recovery company demanding £170 DEPT COLLECTION NOTICE-DEPT UNPAID. They are threatening with Bailiffs to my door and court action. The letter does have a contact number so I am thinking of phoning to inform them that I will be contesting the charge notice but still don't know where to start with contesting it.

    You want get far with McD's, not while you buy £100 burgers
    Many McDs are a franchise so not the landowner.  Try to find out who the landowner is, the council can help you.   Contact the landowner to get this cancelled

    ZZPS ...... a company who are worthless, they lie and fabricate and simply live in the clouds
    They have added a fake £70 WHICH GOVERNMENT has now BANNED
    The new code of practice 2019 is actually law and whilst it will take until next year to see it on the books, the simple fact is that DEBT COLLECTORS ARE BANNED FROM ADDING FAKE CHARGES.    It was ZZPS who intrduced the fake £70 in the 2018 code of practice but that was not a law, just a fabrication by the BPA who have no legal authority
    GOVERNMENT HAS BANNED THE FAKE CHARGES .... that is legal authority

    NO BAILIFF will call as ZZPS are powerless and simpleton money scammers.  The fools cannot take you to court.  All this is just desperation dreamworld stuff

    You should now contact your MP with a copy of that letter and ask them to investigate why ZZPS are adding fake amounts that have been BANNED. Ask your MP to send that letter to Mr Neil O'Brien who is the MP in charge of the new government code of practice 2019

    The exact wording is as follows;

    As a debt recovery company that specialises in the collection of outstanding Parking Charge Notices, we are seeking payment in full from you.

    At this stage, we are providing you the opportunity to arrange payment of the balance stated above to avoid progression to our Certificated Enforcement Agents (formerly known as "Bailiffs") and would encourage you to contact us today.

    It is our understanding that our client has sufficient evidence to pursue this matter through the courts and will do so if necessary. We will continue with our collection actions if you do not pay or contact us.
  • After reading through the newbies thread I am still clueless as to what action to take.

     All correspondence for the said charge has been sent notice to keeper who is the owner of the cab I drive. He is panicking about the threat of CCJ and passing the letters on to me being the said offender.

     I don't deny going over the allowed time but think the charge is excessive for such a short overstay (approximately 10 minutes). Given the fact that I had spoken to someone in the restaurant who had taken my registration and told me it shouldn't be a problem makes matters worse.

    There was no letter received for the opportunity to pay the reduced rate of £50 and the first correspondence received was at the higher charge of £100 with one day left to appeal. Having missed the appeal date I was then locked out of any appeal process with both UKPC and BPA.

    Currently the owner of the cab has received a letter from ZZPS dept recovery company which he has also passed on to me with a new rate of £170 dated 31 January 2022 and received 10/2/2022

    The two letters received have arrived late considering the said day sent and I am wondering if this has anything to do with Covid post arrangements as I have had late mail to my address also. If this is the case, who's attention can I bring it to and what is to be my first step as I still have had no contact with anyone to try and sort this matter out. I'm also thinking the later it gets the less of a defence I have.

    The owner of the vehicle is irrelevant, there is nor register of owners in the UK just registered keepers.  You say the vehicle keeper has passed the paperwork to you but what he should do (with your agreement) is to complete the tear-off strip at the bottom of the PCN and transfer liability to you and you will then get a Notice to Driver in your name which you ten defend.  What you cannot do is to defend the claim against him by using your name or doing it "on his/her behalf".  Your best bet is to get on to McDonalds and insist they sort out the issue they promised to sort out when you spoke to the staff member.
