Start of Surge Pricing with Smart Meter Overhaul

According to Matt Oliver, Daily Telegraph.
I suspect that this is what many of us who have so far resisted smart meters expected to come about at some stage.
It will be interesting to see if smart meters become mandatory.

What it says is this:Smart meters will reportedly undergo a massive change and automatically send suppliers updates every 30 minutes on customers’ power use starting from May, the Telegraph has revealed. In May, energy regulator Ofgem will be given the green light to change the way smart meters work, possibly paving the way for “time of use” tariffs.
So it seems the change is that they will default to 30 minute reads. The rest of it is speculation that this "possibly" paves the way for time of use tariffs which "could" see consumers pay different rates at different times.
Ignoring of course that 30min reads and ToU tariffs already exist today.3 -
I don't have one but my understanding from what I've read on these boards was that a lot default to the 30 minute reads anyway unless you don't give permission for that to happen?

A much more worrying article could be that smart meters have the capability of measuring the actual current use and apparent current use. So they could charge more for devices which have a low power factor, something that wasn't possible with older meters. This could easily quadruple the energy bills for some people who use a lot of inefficient equipment.

Tesla presently offers The Tesla Energy Plan for owners of Powerwall 2 batteries that discharge when demand is high and re-charge when demand is low. This doesn't impact on the battery warranty. The homeowner pays the same price for export and import (c.12p/kWh) and for a home that consumes 4500kWh/year, I calculate that the annual cost would be £79 (including standing charge)1 -
