Who can be a witness at a (no fuss) wedding? And who makes that decision?

An update to the above. I emailed them yesterday evening and got a prompt reply this morning saying that it is not a legal requirement, but it is their preference. I gave more detail as to who we'd be using as witnesses and they've now given us the thumbs up. I told them it was people we had only met very briefly, but had had further online correspondence with and would likely continue to have into the future (this seemed to be a quite important factor to them). That seemed to do it!
So the wedding is on! PM me for the wedding gift list

I was going to suggest whether you lived near the border of another county and could pop across and use a Registry Office in another area; no need to now.I used to work with a lady who was married in Scotland when she was 17 and they grabbed a couple of witnesses off the street. Friends of ours married recently in England while away from our locale, and had arranged for witnesses who they knew well for the wedding. On the day both were unavailable, they ended up using the hotel receptionist and a woman on her way to do her shopping. All went well.1
