I was just going to say that. I have a private letter from my GP as the NHS document at the time wasn't valid for entry to a country I needed to travel to (it didn't have passport number and some other info), however I had a printout of the vaccine status with me which was (in the end) sufficient on its own. They can get this by calling 119.

They will need the Spanish form before entering Spain, however if they are genuinely struggling, I don't see why you couldn't fill in the form and e-mail it to the hotel for printing. Most hotels will do this.
