Do not overtake on the left or move to a lane on your left to overtake. In congested conditions, where adjacent lanes of traffic are moving at similar speeds, traffic in left-hand lanes may sometimes be moving faster than traffic to the right. In these conditions you may keep up with the traffic in your lane even if this means passing traffic in the lane to your right. Do not weave in and out of lanes to overtake.

Feels like poor driving from both to be honest, it was obvious from the way it was written that the driver was A.
For me it's A who is at fault, as he has attempted a manoeuvre when it was not clear to do so, there was now a car in the space he occupied. Not sure why he indicated (If he did) but did not look, from what I can read car B was at least along side if not in front by this time.
Car A was making a pointless manoeuvre, car B should have predicted one idiot manoeuvre will be followed by another !.0 -
