CPA - card expired...never told...

So Continuous Payment Authority set up on a card [for topping up my account for paying 'road tolls']. CPA is with the tolling company. They also hold my email detailson my account and their App.
All is good, until out of the blue I get multiple fines for not paying tolls. Card has expired on the CPA.
So my query is - there a responsibility on the CPA recipient [ie the tolling company] to inform me when 1. card they hold is about to expire, and 2. When a collection attempt has failed.
I know that Ebay, Paypal, amazon and my various insurance co's, and multiple others have all emailed me well in advance....

Is there a responsibility - no, others do it as a courtesy perhaps but it would always be your responsibility to check and update these

Clearly as OP stated other companies contact you to advise close to expiry date, as their systems are set up to do this.. It is not a requirement to do this.
I know of a few companies who send out a "You need to update details" emails. People think great no longer want to pay. next thing they know they have been charged as company have put payment through. They then want their money back, but its not something that is possible with a CPA. As they have not cancelled.
End of the day the OP must have known card had expired (got new card) so should have been proactive in updating the toll company with the new details.Life in the slow lane0 -

If they use the card updater service then they should be given the new card number at the appropriate time.
Ultimately you as the payer have the obligation to make sure you can pay what is due... merchants have finite ability to advise you in advance of problems because of the different approaches different banks take etc and so there is no one size fits all. You dont want every customer calling with new card numbers etc when 80% can continue to go through with the details on file. With insurance we can run card updater in advance before renewal and so can see if there will be a problem in 2 weeks when the renewal premium is taken but for an ad hoc service like a toll road its not possible.
They should inform you when a payment fails but presumably they have done that in the form of the fines in the same way as they would if your card issuer declined the payment for being over limit etc
