Sold on faster broadband but not provided the equipment for the speed

The Plusnet Hub Zero will not have a fibre modem in it as Unlimited Fibre Extra is not actually a fibre to premise product. It is just a fibre to cabinet and copper to house product.
The Hub Zero is one that they still use today I believe for the up to 10mbps services they offer (but is capable of faster speeds). The 36/72mbps offerings that Unlimited Fibre Extra falls into use the Hub One. This is what they are most likely now sending out and is a much better router (but still not great by todays standards).
Not sure on the Hub Zero, but on the Hub One, if you log onto the router, then go to advanced settings, broadband and then connection you will see the downstream speed that the router is connected to the Plusnet network at. That is the speed they will be looking at to see whether you are getting the guaranteed minimum speed, not what one you your devices gets as that is outside of their control.1 -
Is the phone line plugged into the Hub Zero, or into a separate Modem? If a separate modem, why, and when was that supplied and by who?
The additional modem may well be even less capable than the Hub Zero. If this has remained in place and the Hub Zero not been used as the modem then I don't think you can blame Plusnet by the sounds of it.
As above, connect to the modem and check to see what speed it is connecting to the Plusnet network at.
Probably best at this stage to wait for the Hub One to arrive, to remove the current equipment and plug it directly into the phone line, then see what speed it connects to the network at. May take a few days to settle down though.1 -

If they're sending you a new router it will almost certainly be either a Hub Two or (possibly) a Hub One. The latter is a rebranded BT Home Hub 5, and the former is a rebranded Smart Hub 2. Both of these wifi wise will wipe the floor with what you have now.
