I received this same notice because I dropped someone off outside Heathrow. I'm following the example here and will report back. I have sent in the appeal today.2

Just wanted to say a big thank you to guys for this thread, recently received a PCN regarding the Heathrow T3 drop off and was crafting my own appeal until I found this forum and thread. Used the NEWBIE template as suggested by @Coupon-mad after reading the various comments and responses, yesssssss!!! the PCN was cancelled.
Cannot believe they are allowed to get away with this ridiculous penalty, the whole thing seems very dodgy, no wonder they caved and cancelled. Attaching my appeal and their response below for anyone else reading this thread.
My Appeal (unchanged from the NEWBIE template, except for the last line)I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreementand I will be making a complaint about your predatory conduct to your client landowner.There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is avague template, I require an explanation of the allegation and your evidence. You must include a close upactual photograph of the sign you contend was at the location on the material date as well as your imagesof the vehicle.If the allegation concerns a PDT machine, the data supplied in response to this appeal must include therecord of payments made - showing partial VRNs - and an explanation of the reason for the PCN, becauseyour Notice does not explain it.If the allegation involves an alleged overstay of minutes, your evidence must include the actual graceperiod agreed by the landowner.Additionally, the PCN fails to meet the strict requirements of the Protection Of Freedoms Act 2012
APCOA ResponseThank you for your recent correspondence in relation to the above-mentioned Parking Charge Notice.In your appeal you have explained that you are the registered keeper of the vehicle and declined the invitation to provide uswith the full name and address of the driver.On this occasion, we will waiver this PCN as a goodwill gesture, but must inform you that the terms and conditions in thislocation advise the driver that they must pay for each visit to the site. Signage is displayed at the approach to this drop offarea, along the location and upon exit, advising all motorists that a payment to use the drop off area is required to be madeonline or by phone. As stated above, the terms and conditions of using the drop-off zones are displayed by way of clearsignage. It is the responsibility of the motorist to read and comply with the signage on site.Free parking is available at the Long term car parks should motorists not wish to pay the terminal drop off charge.Please retain this letter as proof of cancellation, should you need it in the future.

Next week, one of several vehicles that are registered to me, will be picking up a passenger from Heathrow by any one of a number of possible drivers. Considering the extortionate charge of £5 to simply pick up or drop off a passenger and the absent mindedness of some of the possible drivers when it comes to paying things like tolls, after the event, it is highly likely that I will be receiving a PCN from APCOA.Should this be the case, I won't start a separate thread but will announce any outcome on here.2

Interesting thread and obviously the reason I'm reading and posting is because my wife just received a PCN for T5 drop off when I used her car to drop somebody off - as I wasn't sure what vehicle I was going to use, I didn't pay in advance. It was an early morning drop off and I went straight back to bed and forgot to pay until more than 48 hours - BUT - it ALLOWED me to pay.
Drop off time: 5am Thurs
Cut off time for payment 5am Sat
PAID: 10am Sun
I wondered whether I was still in the permitted time frame and tested to see if it would let me pay for the Weds and it wouldn't. So the fact it allowed me to pay for the Thurs, I thought everything would be ok. Now I wish I hadn't paid the £5 as they're expecting £45 instead of just the £40 if I can't appeal.
So, I paid, but outside the 48 hours and it accepted it.
Does anybody think I can use the POFA section to appeal or do I have a different case?
