    Why not?

People can work and get PIP.

It is not means tested it is based on how the person is affected by a condition/s.

we said not to worry & £5 a month would be fine if she could afford it.

I think she has taken you at your word - not to worry about and repay when she 'could afford it'. Her  idea of affording it is different to yours, if she even remembers that bit.

Do you realise how long it would take to pay back at £5 per month?

By letting it go so long I thing you are now going  to have to let it go unless you want to stir things up and ask for the money.

PIP is not means tested.  It's to do with your disability, not your income.

Imagine someone holding forth on biology whose only knowledge of the subject is the Book of British Birds, and you have a rough idea of what it feels like to read Richard Dawkins on theology: Terry Eagleton

MIL received PIP despite working full time. She has gotten around using crutches (moreso as time progresses) for at least the last 10 years now.
May you find your sister soon Helli.
