Are you going via the MSE cheap (!) mobile finder site? Agree that the details you quote above if entered gave an offer that changes when the Samsung site is opened, the offer has changed to give an upfront cost of £74.99.

But that was yesterday, today the same requirements give an offer which is zero up front but £35/mth.

The market for new top-end Samsung phones (and I assume others) is pretty dynamic as the networks, third-parties and the manufacturers are all selling the same product so will differentiate their proffer with new deals we see every day. This is particularly true when a phone (S21) is about to be superseded by a new, shinier model (yep, S22). 

It was possible (with some effort) to buy the S21 outright for £350 (that's ~half-price) from Vodafone during December but that deal lasted a week (Vodafone ran out of stock they said).
