The Post office do not offer any service that is recorded , merely tracked to it's destination !! Then the postie's sign for it at the destination and you have no proof that the intended recipient actually signed for it !

Waste of time and money sending it by trackable method , but if doing so a free certificate of posting is all that is required

However , as Coupon mad pointed out , you appeal as keeper using the blue text template , instant and money saving , as is MSE

According to a private message , this 26 August 2021 PCN was appealed back in August 2021 , so appears to be a historical PCN after a puncture at an MSA causing an overstay , so any Popla code must have expired months ago ! ( looks like we were led down the garden path , with wrong or incorrect information )

So IMHO , too late to appeal , too late for the blue text template etc , this PCN is almost 5 months old

I suggest that the keeper complains about the incident to the CEO of the MSA , be it Moto or Roadchef or whoever , looking for a cancellation from the top ! This is plan A in the newbies FAQ sticky thread near the top of the forum in announcements , third announcement down , so in the middle of 5 announcements
