PAYG International SIM for Windows phone

I have an old Microsoft Windows phone (Nokia Lumia) . It has one purpose, to connect me to my wife when she goes abroad to Iran. We have IMO, the messaging app on our desktop PC, which works just fine with her phone. However, although the MS phone turns on OK, she says the number has gone???
I want an international SIM card, PAYG, with a new number (if that is needed) and set up this phone on IMO.
What is the best way to achieve this?
What is the current best deal?

    1. I don't think that a Windows phone needs a special SIM. Any SIM will work.
    2. Quick search shows that 'IMO' is an internet-based messenger. If she uses WiFi, then she needs neither a SIM nor a mobile number for this. If she uses mobile data, then she needs cheap mobile data roaming in Iran, not just roaming or 'international' SIM.
    We are born naked, wet and hungry...Then things get worse. :(
