It is extremely unlikely that any fixed tariffs dated July 2021 are still available. Do you mean July 2022?0

Smart meters do not increase your charges - charges depend on your use and the tariff applied. Has your fix run out and have you either taken out a new fix (expensive) or defaulted to the SVT (less expensive)
More info please - meter readings, date smart installed, tariffs.
It is possible that your smart is not communicating - can you read the meter itself (not the IHD toy) please ?
