I fully understand your position on the £1.50. However, a simple letter, warning the PPC that the charge was unlawful, and you reserve the right to to claim the money back through the small claim court if it isn't refunded won't do any harm at all.
You have six years to make a claim, so having warned them beforehand will go in your favour.
I married my cousin. I had to...
    I don't have a sister. :D
    All my screwdrivers are cordless.

I've already written to them demanding a refund in full and informing them that if they failed to comply, I may take steps to recover it, which may cost them additional fees.  To my mind, they have failed in that regard.

I still have a chargeback as an option as well as small claims court.

Right now, I want to see whether they send another letter demanding payment to follow up the previous one, or if they send a letter confirming cancellation and mentioning the refund.  If it's another demand, then it's harassment and I can add that to my complaint to TS.  If it's confirmation of cancellation, then I want to see how they explain the missing £1.50 (if at all).  This could provide additional evidence.

If there's no acknowledgement by the end of a yet to be determined period, then I will likely give TS a call just to confirm that the admin fee is unlawful before I kick up a stink.
