    "Nexus Parkview"
    Who?

It might be too late, but I was thinking to send a complaint to Borehamwood Shopping Park landowner or management
    Never too late.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The SAR went to the DPO at Group Nexus ( is what you meant , not what you said )

The £70 is the notional admin charge for a debt collector fee , it ALWAYS is , so a spurious added on charge that usually gets dismissed by judges , especially if it was no win , no fee , so no £70 was paid ( it's a sc#m )

Definitely complain to the landowner or managing agent , ASAP

Umkomaas regularly posts information on finding out the landowner or managing agent details , he posts it every week on here

Googling Borehamwood Shopping Park reveals that Nuveen Real Estate own the shopping park.

That information, and more, is easily found on the CompletelyRetail website.

Alternatively, go and read the writing at the bottom of this entrance sign...

, I wonder what the other £70 are for...

They have added what appears to be an extra unlawful amount for debt collection.

This amounts to double recovery and Judges all over the country are dismissing these spurious additions. Indeed some judges have dismissed entire claims because of this. Read this and complain to Trading Standards and your MP,

    Excel v Wilkinson

At the Bradford County Court, District Judge Claire Jackson (now HHJ Jackson, a Specialist Civil Circuit Judge) decided to hear a 'test case' a few months ago, where £60 had been added to a parking charge despite Judges up and down the country repeatedly disallowing that sum and warning parking firms not to waste court time with such spurious claims.   That case was Excel v Wilkinson: G4QZ465V, heard in July 2020 and leave to appeal was refused and that route was not pursued.  The Judge concluded that such claims are proceedings with 'an improper collateral purpose'.   This Judge - and others who have since copied her words and struck dozens of cases out in late 2020 and into 2021 - went into significant detail and concluded that parking operators (such as this Claimant) are seeking to circumvent CPR 27.14 as well as breaching the Consumer Rights Act 2015.   DJ Hickinbottom has recently struck more cases out in that court area, stating: ''I find that striking out this claim is the only appropriate manner in which the disapproval of the court can be shown''.

However, VCS appealed this so it may not apply in all cases, read this

Also consider complaining to The SRA about the solicitor, if one is involved They are fully aware of the unlawful nature of most of thse additions yet persist in adding them..

Update: After many attempts I finally got in touch with the landowner and had the parking ticket cancelled. I used the PCN ref number from the DCBL letter.
Now I am scared of parking at the shopping park anymore, as I still don't know what I've done wrong. I am curious what the DPO from Group Nexus will send me.

Thank you all for your pieces of advice. It helped me a lot. And next time I won't be as scared as I was...

Reply to the landowner and tell them you are scared to ever park there now and have not been able to return.  Ask them to help you get an explanation, identify what went wrong and to reassure you that you won't get unfair PCNs for each visit.
