Alleged Water running from overflow pipe

Looking at the photo what is the plastic sheet for if not to stop water dripping onto the window below?    Your window and pipe looks close to ground level or is that a section of flat roof ?

i'm top of four floors, flat roofed building, 4 flats per floor 16 flats total- odds/even's.

My window is from top of four floors, that bag could be to stop dripping, not sure as it's from flat below mine.

You can see the ground is slightly darker were presumed water is dripping on to. 
Either its coming from your pipe or a break in the guttering.

I'm assuming when the flat below fully opens their window, water is dripping into their home.

Is your boiler noisy at all when in use?

Condensate will not have an overflow pipe, it should terminate either inside to the kitchen waste or similar or outside to a soakaway buried in the ground. I am assuming the installer is not an idiot in this though.

If anyone is wondering why, that is because boiler condensate water is slightly acidic so it is not a good idea to have it draining onto walls, paths, gardens, patios etc.

yes that's why i took the photo, i'll allow homeserve to view.

Are your toilet cisterns ones with a removable lid ?  If so look inside at the water level. If it's near the top then it may overflow when there is a long time between flushes.

thanks that was visual check i made with homserve request.
toilet lid was removed on call and level and flushing rapid.

Excellent homserve plumber visit today.
Issue found with water tank above boiler, ballcock /valve to be replaced as water was passing level as heard from slight drip.
Lid was also found to be inside tank which is re seated top as required.

Job is to be completed tomorrow once ballcock arrives.
