Alleged Water running from overflow pipe

My window is from top of four floors, that bag could be to stop dripping, not sure as it's from flat below mine.

You can see the ground is slightly darker were presumed water is dripping on to.
Either its coming from your pipe or a break in the guttering.
I'm assuming when the flat below fully opens their window, water is dripping into their home.
Is your boiler noisy at all when in use?1 -

Are your toilet cisterns ones with a removable lid ? If so look inside at the water level. If it's near the top then it may overflow when there is a long time between flushes.Never pay on an estimated bill. Always read and understand your bill1

Excellent homserve plumber visit today.
Issue found with water tank above boiler, ballcock /valve to be replaced as water was passing level as heard from slight drip.
Lid was also found to be inside tank which is re seated top as required.
Job is to be completed tomorrow once ballcock arrives.
