It is as @Jenni_D states and I am sure you are right in that the HA is being "economical with the truth" shall we say. You could ask them for dates when the consultation took place and the date of and the outcome of a ballot! You could even submit a SAR if they get uppity about it, although strictly speaking it would not be your data and they could refuse. Not sure if the FOI act would help. Getting beyond my knowledge and the bounds of a parking forum!

Do I have to attach a copy of my lease when submitting defence?

No - that comes later at Witness Statement + Evidence stage; the lease is an evidence exhibit. You just make sure that your defence mentions your lease and the basis of why it is important.Jenni x3

Today I received a letter from the solicitors offering mediation.
Shall I respond to it? I really want to refuse mediation but worried if my refusal will be presented as me being unreasonable etc.
I ignored their LBC in the past.0 -

My offer in mediation is a "drop hands" offer, whereby you cancel the claim and we walk away bearing our own costs. If you decline this offer then any further mediation is pointless and a waste of both party's time.Jenni x2 -

I would respond with a form of my words. Unless you're willing to pay them something then the only offer you could agree to would be a drop hands offer to make it all go away, otherwise you'll see them in court.
Responding makes you appear reasonable - but mediation is not mandatory.Jenni x4 -

I have some minor updates for my case.
Local court address (as per my request) where the hearing will take place has been confirmed by the County Court. Immediately after that got an email from the solicitors asking for the evidence of my right to park (i.e. my lease).
Is it safe to send them a copy or they are just trying to see where I/they stand to weigh their odds?0
