    Try IAS because PCM are among the most likely to back down.  20% of cases are dropped.  I assume your rejection letter is only dated last week or so?

    Wait until 1st October once the new joint code (joke IMHO) 'code of practice' is relevant then quote the bit about not interfering with residents' prior rights. Show the IAS the previous claim Particulars and the final outcome order and point to the farcical joint CoP.  Also cite cause of action estoppel to the IAS.

    They responded to my email stating my bay will be excluded from the scheme and any vehicles parked there will not be receiving PCNs.

    Edit: don't be surprised if the parking operative deliberately uses your bay to park in whilst patrolling the site. If this happens take a photo of it and send the PPC a £100 PCN discounted to £60 for prompt payment. ;)

    Yes, they said they cancelled the latest PCN.

    I know they do everything to make my life as uncomfortable as they can, so I will not be surprised to see their cars being parked there.
