No, the keeper should appeal.Jason.rangou said:Coupon-mad said:Which you can if you have people with protected characteristics with you (Equality Act 2010).
Ask for a reasonable adjustment and cancellation, your passengers are not subject to the same time limits as able bodied persons so where is their discrimination risk assessment and provision for extra time?Should the driver appeal ...Should the keeper appeal using the blue template on the 'newbies section' and add the following:Due to the fact that the keeper was with people with learning difficulties they are asking for an adjustment and cancellation due to the fact they have protected characteristics under the Equality Act 2010.

Wait a minute.
Do you understand the difference between a keeper and driver?
Do you understand the different liabilities of the driver and the keeper?
Your latest proposal spells out quite clearly that the keeper was the driver.3 -

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. In addition due to the fact that the driver is a support worker and was with people with learning difficulties, the keeper is asking for an adjustment and cancellation due to the fact they have protected characteristics under the Equality Act 2010.

Yep except I should have said:
'due to the fact the passengers have protected characteristics under the Equality Act 2010 and you and your client have a statutory duty to allow additional time for such visitors. Kindly also confirm that this vehicle has been added to the site 'white list' in view if its use to transport persons with protected characteristics, when attending this location.PRIVATE 'PCN'? NO you do not, only a judge can tell you that you have to pay a speculative invoice. If you had read the NEWBIE sticky you would have been expecting a rejection.3
