Euro Car Parks Notice To Keeper - Totton Shopping Centre

On the 28/12/2021 the driver parked in Totton Shopping Centre Car Park at 12:48, until 15:29. 

The driver thought that the shopping centre car park was free to park in. The driver had parked there many times before and never had a problem. The driver is very unhappy about this PCN because they are asking for £100, with payment to be made in 28 days, or if paid within 14 days it will be reduced to £60.

The PCN has been has been issued as the vehicle was in breach of the following terms and conditions;

'The vehicle was parked without a valid pay by phone transaction'

Is there anything the driver can do about this?

Any help greatly received.

    Complain bitterly to the shopping centre management, telling them that unless this is cancelled, neither you nor your friends and family can afford to grace the shopping centre ever again, particularly if every shopping trip comes with a £100 surcharge.

    Has there been a change recently whereby it used to be free to customers but is now chargeable or you have to input your VRM into a terminal in one of the shops?

    There are many shops at the precinct. The driver supports people with learning difficulties and takes people shopping regularlly and has never had an issue before. The driver has never had to input VRM in to any machine in any shop.

    What do the signs state now and, if you use Google maps street view, you can probably find signs going back in time.  If it is Totton Retail Park (where there is a Lidl) the signs say 2 hours parking and have since 2012.

    Put those facts to any large store there but preferably just Google to find the property agent that runs the place and leases the units for the freeholder.

    The sign says 2 hours free parking

    Did you stay longer than 2 hours?

    Should the driver appeal using the blue template on the 'newbies section' and add the following:

    Due to the fact that the driver was with people with learning difficulties they are asking for an adjustment and cancellation due to the fact they have protected characteristics under the Equality Act 2010.
